There have been issues as of late with abandoned UGVs blocking the vehicle purchase areas in the trader cities.
I am implementing the following solution:
-You may now operate a UAV/UGV while your character is in a safe zone. This previously was not allowed. This will make it easier to drive your new UGV out of the safezone when you buy it (You still need the UAV Terminal Item).
-You may now "Hijack Control" of an unlocked UGV by walking up to it. This will transfer control of it to you. Keep in mind that Hijacking an owned UGV in the safezone is against the rules if the owner is present in the safezone with it. You are only allowed to use this in a safezone if the owner is not in the safezone with it.
It should now be very easy to move abandoned UGVs in the safezone if they are in the way.
In addition:
-Fixed an issue that was causing bandit headhunters to be non-aggressive.
